LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

May 23, 2023

TO:
Honorable Dade Phelan, Speaker of the House, House of Representatives

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB3908 by Wilson (Relating to fentanyl abuse prevention and drug poisoning awareness education in public schools.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

It is assumed that any costs associated with the bill could be absorbed using existing resources.

Local Government Impact

According to the Texas Education Agency, school districts and open-enrollment charter schools would incur costs from the requirement of providing research-based instruction for students in grades 6 through 12. There would likely also be costs to schools to implement evidence-based substance abuse programs, including professional development training for teachers and the purchase of instructional materials and resources.
