The fiscal implications of the bill cannot be determined due to the unavailability of data related to the number of educator preparation programs that would participate in the program and the number of scholarships that would be awarded.

The bill would create the Future Texas Teachers Scholarship Program administered by the Higher Education Coordinating Board (Board). The purpose of the program is to recruit, prepare and retain teachers to become leaders in their field and to provide assistance for tuition, mandatory fees, and other usual and customary costs of attendance at an eligible institution.

The bill requires the Board to adopt rules to establish eligibility criteria for educator preparation programs and for scholarship recipients. The Board indicates that until rules are finalized for the program, it is unknown which educator preparation programs will be eligible to participate in the program and how many scholarships would be awarded.
