HB4406 by King, Ken (Relating to creating the State School Safety Fund to provide financial support for projects that enhance the safety of schools in this state.), As Introduced

No significant fiscal implication to the State is anticipated.

If the Commissioner determines that the amount appropriated for the Foundation School Program exceeds the amount to which school districts are entitled to, the Commissioner would designate a portion of the excess funds to be transferred to the State School Safety Fund. 

This analysis assumes that there would be no surplus and therefore no significant fiscal implication to the State is anticipated. To the extent that a surplus was identified, the cost to the state would be limited by the $250 million cap provided for in the bill. 

The bill would take effect on January 1, 2024, contingent on approval by the voters of an associated constitutional amendment, HJR 170. The fiscal impact to the State School Safety Fund is shown in the fiscal note for HJR 170.

Local Government Impact

To the extent that funds were available for the State School Safety Fund and could be used to reimburse districts for qualifying expenses, Local Education Agencies (LEAs) could see an increase in funding.
