LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 9, 2023

TO:
Honorable Morgan Meyer, Chair, House Committee on Ways & Means

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB4456 by Harris, Cody (Relating to the calculation of the no-new-revenue maintenance and operations rate for school districts.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Section 5 of the tax code, removing the requirements that school districts submit the No-new-revenue tax rate for the district, and that tax rate forms include a calculation for the rate to maintain the same amount of state and local revenue per weighted student that the district received in the school year beginning in the preceding tax year.

The bill would define the "No-new-revenue maintenance and operations rate" for a school district as a rate expressed in dollars per $100 of taxable value and calculated in accordance with the Education Code.

The bill would remove the word "weighted" from "state and local revenue per weighted student".

Local Government Impact

No fiscal implication to units of local government is anticipated.
