Fiscal Analysis

The bill would amend Section 21.001 of the Texas Agriculture Code to allow direct participation by school districts or open-enrollment charter schools in the surplus agricultural products grant program.

Methodology

Based on information provided by the Department of Agriculture (TDA), this analysis assumes TDA would need 1.0 FTE (Grant Specialist III) each year to administer the additional grant applications and recipient reporting requirements. The estimated cost for the 1.0 FTE is $195,267 in 2024 and $182,723 in 2025.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. The bill would authorize school districts and open enrollment charter schools to adopt a policy allowing them to apply for grants from TDA and to receive/donate surplus agricultural products. There would be a small operational impact for those districts that choose to participate.
