No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code, Chapter 504, to require the Texas Department of Motor Vehicles (TxDMV) to issue specialty license plates for recipients of the Texas Homeland Defense Service Medal, Texas Superior Service Medal, Lone Star Distinguished Service Medal, Texas Outstanding Service Medal, and Texas Medal of Merit. The bill would require Disabled Veteran (DV) versions of these five plates to be offered under Transportation Code, Section 504.202(e-1). The bill would amend Section 504.3015 by adding Subsection (a-2) to exempt the first set of these new plates issued per customer from payment of regular registration fees, but for the first registration period. Subsequent registration periods would require payment of registration fees under current law.

The bill would authorize TxDMV, in designing specialty license plates for the military, to consider design recommendations from people who are eligible to be issued military specialty license plates.

Based on the information provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the department's existing resources. Based on the analysis of TxDMV, it is assumed the number of the new specialty plates created by the bill would be insignificant, and, therefore, the impact to state revenues is not anticipated to be significant.

No significant fiscal implication to units of local government is anticipated.
