No significant fiscal implication to the State is anticipated.
The Health and Human Services Commission is required to implement the changes in law made by this Act to Sections 531.0992(d-1) and (d-2), Government Code, only if the legislature appropriates money specifically for that purpose in an amount greater than the amount appropriated to the commission for that purpose for the state fiscal biennium ending August 31, 2023. If the legislature does not appropriate money specifically for that purpose and in such amount, the commission may, but is not required to, implement those changes in law using other money available to the commission for that purpose.
The bill would lower the matching requirements for the grant program for mental health services for veterans and their families for programs that serve counties with a population of 250,000 or more from 100 percent to 50 percent. It is assumed that any costs associated with the bill could be absorbed using existing resources.
Local Government Impact
The bill could have a positive fiscal impact on local governments that would be required to provide a smaller match for grant funds, but a specific estimate cannot be provided at this time.
