No fiscal implication to the State is anticipated, other than the cost of publication.
The cost to the state for publication of the resolution is $204,406.
The joint resolution would amend Article III, Texas Constitution by adding Section 49-d-17 to create the Texas land and water conservation fund (LWCF).
The LWCF would be established as a fund outside the state treasury. Money in the LWCF could be administered and used, without further appropriation, by the Texas land and water conservation board to provide funding for conservation and restoration of, and public access to, land, water, and natural resources.
This proposed constitutional amendment would be submitted to the voters at an election to be held November 7, 2023.
