The cost to the state for publication of the resolution is $204,406.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

This resolution would propose an amendment to Article VII of the Texas Constitution, to create the State School Safety Fund (SSSF) to provide financial support for projects that enhance the safety of schools in Texas. The bill identifies potential SSSF funding sources, which include money appropriated to the fund, money transferred or deposited to the fund, revenue from any source as determined by the legislature, investment earnings and interest, and surplus funds from funds appropriated for the support and maintenance of public schools. 

Methodology

According to the Permanent School Fund Corporation,  the approval of the proposed amendment to Article VII by voters would result in a cost to the SSSF of $576,551 and 2.0 FTEs for the biennium.  The agency states that one Investment Analyst V and one Accountant VI would be necessary for the purposes of managing the SSSF assets and the administration of the grant.

The proposed amendment would be submitted to voters at an election to be held November 7, 2023. 

Local Government Impact

To the extent that funds were available for the State School Safety Fund and could be used to reimburse districts for qualifying expenses, Local Education Agencies (LEAs) could see an increase in funding.
