FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
SB13 by Paxton (Relating to a school district's library materials and catalog, the creation of local school library advisory councils, and parental rights regarding public school library catalogs and access by the parent's child to library materials and to affirmative defenses to prosecution for certain offenses involving material or conduct that is obscene or otherwise harmful to children.), As Introduced
No significant fiscal implication to the State is anticipated.
It is assumed that any fiscal impact and any impact on state correctional populations or on the demand for state correctional resources would not be significant.
Local Government Impact
Districts would likely incur costs to send written notification to the parent of students regarding the option to receive notice each time the child obtains library material. Additionally, districts would have costs associated with implementing the required notification system. There could be costs to districts to implement the requirement to establish a local school library advisory council, including hosting meetings, preparing materials for the council, providing audio or video recordings of meetings, and posting the recordings to the district website.
