There would be an indeterminate fiscal impact to the state. The increase in the number of temporary licenses an organization may receive from Texas Lottery Commission and the maximum amount of prizes that may be awarded from bingo halls is unknown. 

The bill would increase the number of temporary licenses an authorized organization may receive and increase the maximum allowable aggregate value of prizes that may be awarded on a single bingo occasion.

According to the Texas Lottery Commission, the processing of not more than 48 temporary licenses in a 12 month period from authorized organizations that hold a regular bingo license would require additional staff time; however, the agency anticipates and this estimate assumes that these staffing costs can be absorbed within current agency resources. 

Under the provisions of the bill which increase bingo prizes limits to $5,000 for a bingo occasion, the agency anticipates and this estimate assumes that the change could attract additional players to the bingo hall which could increase the organizations gross receipts and net proceeds. However, this amount cannot be quantified. 

According to the Comptroller of Public Accounts and the Commission, increasing the number of temporary licenses an organization may receive and the maximum amount of prizes that may be awarded could result in an increase in bingo prize fee revenue; however the amount of such increase cannot be estimated. 


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
