LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 28, 2023

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1021 by Nichols (relating to the handling of bids on certain contracts for highway projects.), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to increase the dollar value of contracts for highway
improvements that may be filed locally with a Texas Department of Transportation (TxDOT) district engineer from less than $300,000 to less than $1.0 million. The bill would authorize the Texas Transportation Commission by rule to allow bids on a contract for construction of a building estimated by TxDOT to involve an amount less than $1,000,000 to be filed with the director of the division of TxDOT that is responsible for the construction of the building.

Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
