LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

March 29, 2023

TO:
Honorable Bryan Hughes, Chair, Senate Committee on State Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
SB1070 by Hughes (Relating to the interstate voter registration crosscheck program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code related to of the statewide voter registration list.  The bill would require that participation in an interstate voter crosscheck system using this list fulfill certain fiscal and operational requirements.  The Secretary of State currently receives $750,000 per year for participation in the Electronic Registration Information Center (ERIC) interstate voter crosscheck program.  It is presumed that any enrollment in a potential successor system would have similar costs and could be accomplished within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
