No significant fiscal implication to the State is anticipated.

The bill would require a local government that submits to the voters a proposition for the approval of the issuance of a debt obligation to include in the proposition the statement "THIS IS A TAX INCREASE" and language stating the amount of the maximum tax rate for which approval is sought.
