SB1820 by Hall (Relating to the Texas Lottery Commission prohibiting the order, purchase, and sale of lottery tickets.), As Introduced

The prohibition of purchasing lottery tickets through third party courier services may result in a decline in lottery sales revenue; however, this amount cannot be estimated.

The bill would prohibit the executive director of the Texas Lottery Commission from allowing the order, purchase, or sale of a lottery game by telephone, mobile telephone, or Internet website. Based on the analysis of the Texas Lottery Commission, to the extent that implementing the provisions of the bill would result in reduced lottery sales through third party couriers' mobile apps, state lottery revenue to the Foundation School Fund and the Texas Veterans Commission's Fund for Veterans' Assistance could be reduced. However, this amount cannot be quantified.

The Texas Lottery Commission shall adopt rules necessary to implement this change by January 1, 2024. 

This Act takes effect September 1, 2023.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
