IN RE:	SJR82 by Johnson (proposing a constitutional amendment providing for the creation of the Texas power resiliency fund to finance backup power sources.), Committee Report 1st House, Substituted

The fiscal implications of the bill cannot be determined due to the unknown timing of any appropriations, revenue, investment earning, or gifts, grants and donations credited to the fund, and any loans, grants, or procurements that would be made from money in the Texas Power Resiliency Fund. 

The cost to the state for publication of the resolution is $204,406.

The joint resolution would propose an amendment to Article III of the Texas Constitution to add Section 49-q, which creates the Texas Power Resiliency Fund in the state treasury outside of the General Revenue Fund.

Money in the fund would consist of transfers and deposits, revenue dedicated by general law, and investment earnings and interest, as well as gifts, grants, and donations, and could only be administered and used by the Texas Division of Emergency Management for purposes listed in the joint resolution. Money in the Fund would be dedicated by the Constitution. Because these amounts are not known, the fiscal implications to the state cannot be determined.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
