Honorable Abel Herrero, Chair, House Committee on Corrections
FROM:
Jerry McGinty, Director, Legislative Budget Board
IN RE:
HB5114 by Sherman, Sr. (Relating to the award of work-for-time credits to certain persons placed on community supervision or released on parole or to mandatory supervision.), As Introduced
The bill would establish that certain individuals placed on community, parole, or mandatory supervision are entitled to receive work-for-time credits toward the completion of the individual's period of supervision based on employment.
Allowing for earlier release from supervision may result in reduced demands upon state and local correctional resources due to a possible decrease in the length of supervision.
In fiscal year 2022, there were 118,461 individuals placed on community supervision and 28,961 individuals placed on parole or mandatory supervision.
The impact on state correctional populations or on the demand for state correctional resources cannot be determined due to a lack of employment status data for individuals under supervision needed to estimate the number of individuals who may qualify to receive work-for-time credits under the provisions of the bill.
