IN RE:	SB1031 by Hall (Relating to studies or surveys on children's sexual behavior conducted at or by a public primary or secondary school, a public institution of higher education, a prescription drug manufacturer, a research entity, or another person; creating criminal offenses; imposing civil penalties.), As Introduced

The bill would create state jail felony offenses relating to a person conducting or permitting a third party to conduct a study or survey on a child's sexual behavior.

Creating a new criminal offense may result in additional demands upon state and local correctional resources due to a possible increase in the number of individuals placed under supervision in the community or sentenced to a term of confinement.

It is assumed that any impact on state correctional populations or on the demand for state correctional resources would not be significant.
