Pursuant to a notice posted on March 3, 2023, and permission granted on March 8, 2023, to meet while the House was in session, the House Committee on State Affairs met in a public hearing and was called to order by the chair, Representative Hunter, at 12:03 p.m.

The initial quorum call was answered as follows: Representatives Hunter; Hernandez; Anchía; Dean; Geren; Guillen; Metcalf; Raymond; Slawson; Smithee; Spiller; and Turner.

A quorum was present.

The committee met to hear invited testimony from the following agencies under the committee’s jurisdiction:

Department of Information Resources

Electric Reliability Council of Texas

Office of Public Utility Counsel 

Texas Broadband Development Office

Texas Ethics Commission

The committee also met to hear invited testimony on the wholesale market design of the Texas electric grid.
