Pursuant to an announcement from the house floor on April 17, 2023, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Hunter, at 1:45 p.m.
The initial quorum call was answered as follows: Representatives Hunter; Hernandez; Anchía; Geren; Metcalf; Raymond; Slawson; Spiller; Thompson, Senfronia; and Turner.
A quorum was present.

The chair laid out SB 1017.
Representative Slawson offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Geren moved that SB 1017, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:

Representative Turner moved to reconsider the vote by which the measure was reported from committee. The motion to reconsider prevailed without objection.
Representative Geren moved that HB 4811, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed. The motion prevailed by the following record vote:
