Pursuant to a notice posted on April 24, 2023, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Hunter, at 7:10 p.m.

The chair laid out HB 2569 as pending business.

Representative Guillen offered a complete committee substitute.

The committee substitute was adopted without objection.
