Pursuant to a notice posted on May 17, 2023, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Hunter, at 9:11 a.m.

The initial quorum call was answered as follows: Representatives Hunter; Hernandez; Anchía; Dean; Geren; Metcalf; Raymond; Slawson; Smithee; Spiller; Thompson, Senfronia; and Turner.

A quorum was present.

The chair laid out SB 7 as pending business.

Representative Spiller offered a complete committee substitute.

Representative Raymond moved that SB 7, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Representative Metcalf moved to reconsider the vote by which the substitute was adopted.  The motion to reconsider prevailed without objection.

The committee substitute was withdrawn without objection.

Representative Spiller offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative Metcalf moved that SB 2627, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
