Pursuant to a notice posted on November 10, 2023, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Hunter, at 11:30 a.m.

The initial quorum call was answered as follows: Representatives Hunter; Hernandez; Dean; Geren; Guillen; Metcalf; Raymond; Slawson; Spiller; and Turner.

A quorum was present.

The chair laid out SB 4.

Representative Dean moved that SB 4, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Ayes:                           Representatives Hunter; Dean; Geren; Guillen; Metcalf; Slawson; Spiller (7).

Nays:                           Representatives Hernandez; Raymond; Turner (3).

Present, Not Voting:   None (0).

Absent:                        Representatives Anchía; Smithee; Thompson, Senfronia (3).

At 11:31 a.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
