Pursuant to a notice posted on June 14, 2024, revised on August 1, 2024, the House Committee on State Affairs met in a public hearing and was called to order by the chair, Representative Hunter, at 9:03 a.m.

 

The initial quorum call was answered as follows: Representatives Hunter; Hernandez; Dean; Geren; Guillen; Metcalf; Raymond; Slawson; Smithee; Spiller; Thompson, Senfronia; and Turner.

 

A quorum was present.

 


 

The Chair made opening remarks.

 

The Committee took invited testimony on TWIA funding including:

 

Reviewing current state policy as it relates to the operation and funding of the Texas Windstorm Insurance Association (TWIA), including state agency capacity to effectively oversee TWIA. Evaluate the ability of state agencies and instrumentalities to secure the seacoast region's ability to produce energy and advance science and technology, including the role of reinsurance in maintaining economic security and ways to reduce the burden of reinsurance purchases on energy production and scientific and technological advances, while maintaining adequate coverage for policyholders.

At 12:37 p.m., on the motion of Representative Hunter and without objection, the meeting was adjourned subject to the call of the chair.
