Pursuant to a notice posted on June 12, 2024, revised on July 9, 2024, the House Committee on Youth Health & Safety, Select met in a public hearing and was called to order by the chair, Representative Thompson, Senfronia, at 10:14 a.m.

The initial quorum call was answered as follows: Representatives Thompson, Senfronia; Allison; Capriglione; Johnson, Ann; King, Tracy O.; and Lozano.

A quorum was present.

The Chair made opening remarks.

The Committee heard invited testimony from state agencies and advocacy groups on the following interim charge:

Charge #2: Behavioral Health Services for At-Risk Youth: Evaluate programs and services currently available to children and families that are either involved with, or at a high risk for becoming involved with, the foster care and juvenile justice systems. Study the current barriers for accessing community-based behavioral health services for children with intense behavioral health needs, with an emphasis on ensuring that parents do not have to give up custody of children to gain access to services.
