Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Friday, May 19, 2023, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 8:09 PM. There being a quorum present, the following business was transacted:
The chair laid out the recommended list of bills for placement of the Local and Uncontested Calendar to be held on May 23, 2023.
Senator Springer moved that the list of bills recommended for placement on the Local & Uncontested Calendar to be held on May 23, 2023 be certified. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.
The chair laid out HCR 104 and recognized the Senate sponsor, Senator Birdwell, to explain the bill.
No witnesses testified or registered on the bill.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Middleton moved that HCR 104 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Middleton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
