Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Border Security was held on Thursday, March 30, 2023, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator King.

 

The chair laid out SB 1484 and recognized the author, Senator Creighton, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Birdwell moved that SB 1484 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1427.

 

Senator Flores sent up a committee substitute. Senator Flores moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Flores moved that SB 1427 do not pass but that CSSB 1427 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Flores moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1709.

 

Senator King moved that SB 1709 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 9:39 AM Senator Flores assumed the chair.

 

The chair laid out as a matter of pending business SB 1900.

 

Senator Birdwell sent up a committee substitute.  The chair recognized Senator Birdwell to explain the difference between the committee substitute and the senate bill as filed.  Senator Birdwell moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Birdwell moved that SB 1900 do not pass but that CSSB 1900 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

The chair laid out SB 1518 and recognized the author, Senator King, to explain the bill.

 

Senator King sent up a committee substitute.  The chair recognized Senator King to explain the difference between the committee substitute and the senate bill as filed.

Senator Birdwell moved that SB 1518 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1403 and recognized the author, Senator Parker, to explain the bill.

 

Senator Flores sent up a committee substitute.  The chair recognized Senator Parker to explain the difference between the committee substitute and the senate bill as filed.

 

Senator Hinojosa sent up Committee Amendment 1 and moved adoption; The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Birdwell moved that the amendment be rolled into the committee substitute; without objection, it was so ordered. Senator Hinojosa moved the adoption of the new committee substitute; without objection, it was so ordered.

 

Senator Hinojosa moved that SB 1403 do not pass but that CSSB 1403 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.
