Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Monday, May 8, 2023, in the Press Room at Austin, Texas.

The chair called the meeting to order at 4:09 PM. There being a quorum present, the following business was transacted:

 

Senator Campbell assumed the chair.

 

The chair laid out HB 1605 and recognized the Senate sponsor, Senator Creighton, to explain the bill.

 

Senator King sent up a committee substitute.  The chair recognized Senator Creighton to explain the difference between the committee substitute and the house bill as engrossed.

 

No witnesses registered or testified on the bill. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator King moved that HB 1605 do not pass but that CSHB 1605 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Creighton resumed the chair.

 

The chair laid out as a matter of pending business HB 473.

 

A committee substitute was sent up and explained on May 4th, 2023. Senator Parker moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator King moved that HB 473 do not pass but that CSHB 473 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair submitted paperwork recommending the bill for the Local & Uncontested Calendar.

 

The chair laid out as a matter of pending business SB 1148.

 

Senator King sent up a committee substitute.  The chair recognized Senator LaMantia to explain the difference between the committee substitute and the senate bill as filed.

 

Senator LaMantia moved that SB 1148 do not pass but that CSSB 1148 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Springer moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Campbell assumed the chair.

Senator Springer moved that HB 2484 do not pass but that CSHB 2484 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Creighton and Senator Middleton submitted motions in writing requesting consent to be shown voting aye.

 

The chair laid out as a matter of pending business HB 1297.

 

Senator Flores moved that HB 1297 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Creighton and Senator Middleton submitted motions in writing requesting consent to be shown voting aye.

 

Senator Flores moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator LaMantia moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The subcommittee report for SB 1537 was laid out by Senator Campbell. Senator King moved adoption of the subcommittee report; there being no objection, it was so ordered.

 

Senator King moved that SB 1537 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Creighton and Senator Middleton submitted motions in writing requesting consent to be shown voting aye.

 

Senator Springer moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
