Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Tuesday, May 16, 2023, in the Press Room at Austin, Texas.

The chair called the meeting to order at 4:54 PM. There being a quorum present, the following business was transacted:

 

The Chair laid out HB 1707.

 

Senator West moved to reconsider the vote by which HB 1707 failed to receive an affirmative vote of the committee during the hearing on May 11, 2023.  There being no objection, it was so ordered.

 

Senator Bettencourt moved that HB 1707 do not pass but that the committee substitute adopted in lieu of do pass and be printed.

 

The motion prevailed by a vote of 10 ayes, 2 nays, 0 present not voting, and 1 absent.

 

The chair laid out HB 2920 in lieu of SB 2068 as pending business.

 

Senator Middleton sent up a committee substitute.  The chair recognized Senator Bettencourt to explain the difference between the committee substitute and the house bill as engrossed.  Senator Middleton moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Middleton moved that HB 2920 do not pass but that CSHB 2920 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 0 nays, 0 present not voting, and 1 absent. 

 

The chair laid out as a matter of pending business HB 3.

 

Senator Middleton moved the adoption of the committee substitute that was sent up and explained at the hearing on May 11, 2023; without objection, it was so ordered. 

 

Senator Middleton moved that HB 3 do not pass but that CSHB 3 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Campbell assumed the chair.

 

The chair laid out as a matter of pending business HB 8.

 

Senator Bettencourt sent up a committee substitute.  The chair recognized Senator Creighton to explain the difference between the committee substitute and the house bill as engrossed.  Senator Flores moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Flores moved that HB 8 do not pass but that CSHB 8 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Creighton resumed the chair.

 

There being no further business, at 5:04 PM Senator Creighton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
