Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Friday, May 19, 2023, in the Press Room at Austin, Texas.

The chair called the meeting to order at 8:01 PM. There being a quorum present, the following business was transacted:

 

There was no action taken for the following bill(s): HB 2415.

 

The chair laid out as a matter of pending business HB 681.

 

Senator Flores moved adoption of the committee substitute; without objection, it was so ordered. 

 

Senator Flores moved that HB 681 do not pass but that CSHB 681 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business HB 1590.

 

Senator Flores sent up a committee substitute.  The chair recognized Senator West to explain the difference between the committee substitute and the house bill as engrossed.  Senator Flores moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Bettencourt moved that HB 1590 do not pass but that CSHB 1590 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business HB 1926.

 

Senator Bettencourt moved that HB 1926 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 1 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business HB 4997.

 

Senator Flores moved that HB 4997 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Campbell assumed the chair.

 

The chair laid out as a matter of pending business HB 3908.

 

Senator Flores moved that HB 3908 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair submitted paperwork requesting that the bill be recommended for placement on the Local & Uncontested Calendar.

 

Senator Creighton resumed the chair.

There being no further business, at 8:07 PM Senator Creighton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
