Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Monday, May 22, 2023, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:33 AM. There being a quorum present, the following business was transacted:

 

Senator Middleton assumed the chair.

 

The chair laid out HB 100 and recognized the Senate sponsor, Senator Creighton, to explain the bill.

 

Senator King sent up a committee substitute.  The chair recognized Senator Creighton to explain the difference between the committee substitute and the house bill as engrossed.  Senator King moved the adoption of the committee substitute; without objection, it was so ordered.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

Senator Campbell assumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

At 9:55 AM Senator Campbell moved that the committee stand at ease.

 

At 10:11 AM Senator Campbell called the meeting back to order.

 

Senator Middleton moved that HB 100 do not pass but that CSHB 100 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 3 nays, 0 present not voting, and 1 absent.

 

There being no further business, at 10:13 AM Senator Campbell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Pursuant to a motion made by Senator Creighton to suspend Senate Rules 11.10 and 11.18, and

adopted by the Senate, the Senate Committee on Education reconvened at 2:03 PM in the Senate Press Room, 2E.9.

 

The chair called the meeting to order, the clerk called the roll, and a quorum was present.

 

The chair laid out HB 3991 and recognized the Senate sponsor, Senator Alvarado, to explain the bill.

 

No witnesses registered or testified on the bill. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Menéndez moved that HB 3991 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Middleton submitted a motion in writing requesting consent to be shown voting aye.

 

The chair laid out HB 5330 and recognized Senator Menéndez, in lieu of the Senate sponsor, to explain the bill.

Senator Bettencourt moved that HB 114 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 0 absent.  Senator Middleton submitted a motion in writing requesting consent to be shown voting aye.

Senator Flores moved that HB 1960 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 1 nay, 0 present not voting, and 0 absent. Senator Middleton submitted a motion in writing requesting consent to be shown voting aye.

Senator Bettencourt moved that HB 2285 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Bettencourt moved that HB 3708 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 3 nays, 0 present not voting, and 0 absent.
