Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Subcommittee on Higher Education was held on Monday, April 3, 2023, in the Press Room at Austin, Texas.

The chair called the meeting to order at 5:20 PM. There being a quorum present, the following business was transacted:
Senator West assumed the chair.
The chair laid out as a matter of pending business SB 18.
Senator Creighton moved that SB 18 be reported favorably to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 0 absent. Senator Middleton submitted a motion in writing requesting consent to be shown voting aye.
The chair laid out as a matter of pending business SB 2294.
Senator Springer sent up and explained the difference between the committee substitute and the senate bill as filed during the subcommittee hearing on March 30, 2023. Senator Creighton moved the adoption of the committee substitute; without objection, it was so ordered.
Senator Creighton moved that SB 2294 do not pass but that CSSB 2294 be reported back to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Middleton submitted a motion in writing requesting consent to be shown voting aye.
Senator Creighton resumed the chair.

Senator Springer sent up the committee substitute and Senator Eckhardt explained the difference between the committee substitute and the senate bill as filed during the subcommittee hearing on March 30, 2023. Senator Springer moved the adoption of the committee substitute; without objection, it was so ordered.
Senator Springer moved that SB 200 do not pass but that CSSB 200 be reported back to the Senate Committee on Education with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Middleton submitted a motion in writing requesting consent to be shown voting aye.

There being no further business, at 5:28 PM Senator Creighton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
