The Chair called the meeting to order at 9:02 AM. There being a quorum present, the following business was transacted:
The Chair made opening remarks and introduced committee staff. The Chair recognized other members of the Committee to make opening statements and introduce staff.
Senator Hinojosa moved adoption of the committee rules. The motion carried with a record vote of 16 ayes, 0 nays, 0 present not voting, and 1 absent.
The Chair laid out SB 1.
Comptroller Glenn Hegar, Office of the Comptroller of Public Accounts, gave a layout of the Biennial Revenue Estimate.
Jerry McGinty, Legislative Budget Board, gave an overview of Legislative Budget Estimates.
Invited testimony was heard on SB 1 – Article 1. Witnesses testifying and registering are shown on the attached list.
