Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Thursday, February 9, 2023, in the Capitol Extension, Room E1.036, at Austin, Texas.

The Chair called the meeting to order at 9:01 AM. There being a quorum present, the following business was transacted:

Senator Huffman made opening remarks.

The Chair laid out SB 1.  Testimony was heard on SB 1 – Article V. Witnesses testifying and registering are shown on the attached list.

Department of Public Safety

Senator Hinojosa assumed the chair.

Senator Huffman resumed the chair.

Department of Criminal Justice

            Board of Pardons and Paroles

Juvenile Justice Department

Senator Hinojosa assumed the chair.

Commission on Jail Standards          

Senator Huffman resumed the chair.

Military Department

Texas Alcoholic Beverage Commission

Texas Commission on Fire Protection

Commission on Law Enforcement

Public testimony was heard.

The chair closed public testimony.

Senator Huffman moved that SB 1 be left pending; without objection, it was so ordered.

There being no further business, at 3:53 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
