Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Thursday, November 9, 2023, in the Press Room at Austin, Texas.

The chair called the meeting to order at 3:59 PM. There being a quorum present, the following business was transacted:

The chair laid out SB 2 and recognized the author, Senator Creighton, to explain the bill.

No witnesses registered or testified on the bill.

Senator Creighton moved that SB 2 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 4 absent. 

Senator Hinojosa assumed the chair.

The chair laid out SB 3 and recognized the author, Senator Huffman, to explain the bill. 

No witnesses registered or testified on the bill.

Senator Huffman moved that SB 3 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 2 nays, 0 present not voting, and 4 absent.

Senator Huffman resumed the chair.

There being no further business, at 4:08 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
