Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Wednesday, April 19, 2023, in the Betty King Committee Room at Austin, Texas.

Senator Nathan Johnson, the acting chair, called the meeting to order at 9:10 AM. There being a quorum present, the following business was transacted:

The Chair laid out SB 2106 and recognized the author, Senator Zaffirini, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Johnson moved that SB 2106 be left pending; without objection, it was so ordered.
The Chair laid out SB 2248 and recognized the author, Senator Zaffirini, to explain the bill.
The Chair opens public testimony, and with no one registered to testify, the Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Johnson moved that SB 2248 be left pending; without objection, it was so ordered.

The Chair recognized Senator Johnson to explain the differences between the committee substitute and the senate bill as filed. The Chair opens public testimony, and with no one registered to testify, the Chair moved that the public testimony be closed; without objection, it was so ordered. Senator Johnson moved that SB 1668 be left pending; without objection, it was so ordered.
There being no further business, at 9:35 AM Senator Johnson moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
Pursuant to the suspension of Senate Rules 11.10 and 11.18, and adopted by the Senate, Senator Hughes reconvened the Senate Committee on State Affairs in the Senate Press Room, 2E.9 at 3:20 PM.
The Chair laid out as a matter of pending business SB 2277. Senator Johnson moved that SB 1668 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Johnson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Hughes moved that SB 1668 do not pass but that CSSB 1668 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hughes moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
At 3:24 PM Senator Hughes resumed the chair.
A motion in writing was given by Senator Creighton.
There being no further business, at 3:25 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
