Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Thursday, September 5, 2024, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 11:17 AM. There being a quorum present, the following business was transacted:

 

The Chair laid out the following interim charge:

 

Local Government Spending of Directly Distributed Federal Funds: Examine how local governments spend funds directly distributed to them by the federal government, such as Harris County's use of American Rescue Plan Act (ARPA) funds to set up a guaranteed-income pilot program. Make recommendations to ensure that the spending of such funds is transparent, accountable, and within the legitimate purposes for local governments under Texas law.

 

The following witnesses provided invited testimony (see attached witness list).

 

The Chair laid out the following interim charge:

 

Extra-Territorial Jurisdictions: Study issues related to the implementation of Senate Bill 2038 and House Bill 3053, 88th Legislature, and make recommendations to secure and enhance the protection of landowners' property rights.

 

The following witnesses provided invited and public testimony (see attached witness list).

 

At 2:21 PM Senator Nichols assumed the chair.   

 

At 2:55 PM Senator Bettencourt resumed the chair.

 

There being no further business, at 4:19 PM Senator Eckhardt moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
