Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources & Economic Development was held on Monday, May 1, 2023, in the Press Room at Austin, Texas.

The chair called the meeting to order at 3:13 PM. There being a quorum present, the following business was transacted:

The following members arrived after the roll was called: Senator Alvarado and Senator Miles.

The posting rule, Senate Rule 11.10 and 11.18, was suspended to hear the following bill(s):

SB 1860.

The chair laid out as a matter of pending business SB 1860.

Senator Hughes sent up a committee substitute.  Senator Hughes moved the adoption of the committee substitute; without objection, it was so ordered.

Senator Hughes moved that SB 1860 do not pass but that CSSB 1860 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 2 absent.

There being no further business, at 3:15 PM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
