The chair called the meeting to order at 8:04 AM. There being a quorum present, the following business was transacted:

Senator Kolkhorst made opening remarks and recognized other members to make opening remarks.
Senator Perry moved adoption of the committee rules. There being no objection, it was so ordered.
The chair laid out SB 497 and recognized the author, Senator Zaffirini, to explain the bill.
The Chair called the following invited witnesses to provide testimony on SB 497.(See attached witness list). Senator Kolkhorst moved that SB 497 be left pending; without objection, it was so ordered.
The chair laid out SB 415 and recognized the author, Senator Paxton, to explain the bill.
Senator Kolkhorst moved that SB 415 be left pending; without objection, it was so ordered.

Senator Hancock moved that SB 545 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.
