Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, March 22, 2023, in the Senate Chamber.

The chair called the meeting to order at 8:30 AM. There being a quorum present, the following business was transacted:

The chair laid out SB 52 and recognized the author, Senator Zaffirini, to explain the bill.

 

Senator Perry sent up a committee substitute. The chair recognized Senator Zaffirini to explain the difference between the committee substitute and the senate bill as filed. The Chair called the following invited witnesses to provide testimony on SB 52.(See attached witness list).

 

Senator Kolkhorst moved that SB 52 be left pending; without objection, it was so ordered.

 

The chair laid out SB 426 and recognized the author, Senator Paxton, to explain the bill.

 

The Chair called the following invited witnesses to provide testimony on SB 426.(See attached witness list).

At 8:54 AM Senator Perry assumed the chair.

 

The chair laid out SB 25 and recognized the author, Senator Kolkhorst, to explain the bill.

Senator Sparks sent up a committee substitute.  The chair recognized Senator Middleton to explain the difference between the committee substitute and the senate bill as filed. The Chair called the following invited witnesses to provide testimony on SB 177.(See attached witness list).

 

Senator Blanco moved that SB 177 be left pending; without objection, it was so ordered.

 

At 10:35 AM Senator Blanco moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

At 2:28 PM Senator Kolkhorst reconvened the meeting.

 

The chair laid out as a matter of pending business SB 182 and recognized the author, Senator Miles, to explain the bill.

 

Senator Miles sent up a committee substitute.  The chair recognized Senator Miles to explain the difference between the committee substitute and the senate bill as filed.

 

Senator Hancock moved that SB 182 do not pass but that CSSB 182 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hughes and Senator LaMantia submitted a motion in writing requesting to be shown voting aye on CSSB 182.

 

Senator Perry moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

At 2:32 PM Senator Perry assumed the chair.

 

The chair laid out as a matter of pending business SB 25.

 

Senator Hancock moved that SB 25 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hughes and Senator LaMantia submitted a motion in writing requesting to be shown voting aye on SB 25.

 

The chair laid out as a matter of pending business SB 944 and recognized the author, Senator Kolkhorst, to explain the bill.

 

Senator Hancock sent up a committee substitute.  The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed.  Senator Hancock moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Hancock moved that SB 944 do not pass but that CSSB 944 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hughes and Senator LaMantia submitted a motion in writing requesting to be shown voting aye on CSSB 944.
