Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Water, Agriculture, & Rural Affairs was held on Monday, February 27, 2023, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:01 AM. There being a quorum present, the following business was transacted:

The following members arrived after the roll was called: Senators Johnson and Kolkhorst

The following individuals from the following agencies provided invited testimony. (see attached list):

• Texas Water Development Board

• Texas Commission on Environmental Quality

• Texas State Soil and Water Conservation Board

• Public Utility Commission

• Texas Department of Agriculture

• Texas Animal Health Commission

• Texas Parks and Wildlife

At 9:15 AM Senator Hancock assumed the chair.

At 9:18 AM Senator Perry resumed the chair.

There being no further business, at 10:31 AM Senator Perry moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
