R E S O L U T I O N
         WHEREAS, People from across the State of Texas were deeply
  saddened by the tragic events of June 11 and 12, 2025, when
  catastrophic flooding in San Antonio claimed the lives of 13
  residents; and
         WHEREAS, As storms produced widespread flash flooding in the
  San Antonio area and unleashed more than six inches of rain in just
  a few hours, high water flooding occurred on the lower level of
  Interstate 35 and on many other roads; at approximately 4:15 a.m. on
  June 12, first responders began receiving calls about individuals
  stranded on the Loop 410 frontage road near Perrin Beitel Road,
  where a wall of water swept more than a dozen vehicles into Beitel
  Creek and where 11 of the 13 victims were killed; the other two
  victims were found near Leon Creek and U.S. Highway 90 as well as
  several miles upstream; volunteers joined the San Antonio Fire and
  Police Departments and Texas A&M Task Force 1, a statewide urban
  search and rescue team, in conducting extensive rescue operations;
  and
         WHEREAS, This heartbreaking incident led to the passing of
  Esther Chung, age 77; Derwin Anderson, age 43; Martha De La Torre
  Rangel, age 55, and her son, Josue Pina De La Torre, age 28; Victor
  Manuel Macias Castro, age 28; Rudy Garza, age 61; Cristine
  Gonzalez, age 29; Stevie Richards, age 42; Andrew Sanchez, age 60;
  Matthew Tufono, age 51; Brett Riley, age 63; Carlos Valdez III, age
  67; and Roseann Cobb, age 41; and
         WHEREAS, The citizens of San Antonio have exhibited
  tremendous resilience, unity, and compassion in the wake of this
  profound tragedy, coming together to offer support and comfort to
  those grieving the loss of loved ones; through their combined
  efforts, state lawmakers and community leaders are honoring the
  legacy of the flood victims while demonstrating a renewed
  commitment to preventing such disasters from ever taking place
  again; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 1st Called Session, hereby pay tribute to the lives of
  the 13 victims of the deadly flooding event that occurred in San
  Antonio on June 11 and 12, 2025, and offer heartfelt condolences to
  their families and friends who carry on their memories.
