Amend CSHB 4 (house committee report) as follows:

(1)  On page 2, between lines 18 and 19, insert the following:

SECTION 5.  No provision of this Act shall take effect until the legislature has adopted HB 241 (89S2) or similar legislation to establish an independent redistricting commission.

(2)  On page 2, line 19, strike "This" and substitute "Subject to Section 5 of this article, this".

(3)  Renumber the SECTIONS of the bill as appropriate.
