Amend CSHB 4 (house committee report) as follows:

(1)  On page 2, between lines 18 and 19, insert the following:

SECTION 5.  This Act may only be adopted if it is enacted into law within two years of an official Decennial Census of the United States, as prepared by the federal Bureau of the Census.

(2)  On page 2, line 19, strike "This" and substitute "Subject to Section 5 of this article, this".

(3)  Renumber the SECTIONS of the bill as appropriate.
