Amend CSHB 4 by striking SECTION 5 on page 2, lines 19-24, and inserting the following language on page 2, line 19:

SECTION 5.  This Act takes effect, to the extent permitted, once the United States Congress has restored $186,000,000,000 in funding for the Supplemental Nutrition Assistance Program.
