R E S O L U T I O N
         BE IT RESOLVED by the House of Representatives of the 89th
  Texas Legislature, That Rule 5, Section 3, of the permanent rules of
  the House of Representatives of the 89th Legislature is amended by
  amending Subsection (d) and adding Subsections (d-1) and (d-2) to
  read as follows:
         (d)  If a member is absent without leave for the purpose of
  impeding the action of the house, the member is subject to one or
  more of the following:
               (1)  fines as provided by this section;
               (2)  payment of costs incurred by the sergeant-at-arms;
               (3)  reprimand;
               (4)  censure; [or]
               (5)  removal of seniority acquired by cumulative years
  of service in the house, in the manner prescribed by Subsection
  (d-1) of this section;
               (6)  forfeiture of office space, parking space, and
  desk assignments made to the member by the Committee on House
  Administration, in the manner prescribed by Subsection (d-2) of
  this section; or
               (7)  expulsion in the manner prescribed by Section 11,
  Article III, Texas Constitution.
         (d-1)  A member absent without leave for the purpose of
  impeding the action of the house is considered to have two years of
  seniority less than the member would otherwise have for each day
  that a quorum is not present while the member is absent.
         (d-2)  The office space, parking space, and desk on the floor
  of the house belonging to a member who is absent without leave for
  the purpose of impeding the action of the house on three or more
  days in a single legislative session that a quorum is not present
  are forfeited.
