R E S O L U T I O N
         WHEREAS, Dr. Robert M. Stein, an esteemed political
  scientist, civic leader, and Rice University educator, passed away
  on July 18, 2025, at the age of 75; and
         WHEREAS, Born in New York City in 1950, Bob Stein earned a
  bachelor's degree from Ohio Wesleyan University and master's and
  doctoral degrees from the University of Wisconsin-Milwaukee; he
  briefly taught at the University of Georgia before embarking on a
  long and rewarding career with Rice University in 1979; and
         WHEREAS, A political science professor at Rice, Dr. Stein
  also served as dean of the School of Social Sciences, as chair of
  the political science department, as codirector of the Center for
  Voting at Rice, and as a fellow in urban politics at the Baker
  Institute for Public Policy; he was a widely respected expert on
  voting and elections, urban politics, public policy, emergency
  preparedness, and severe weather mitigation, and he oversaw
  student-driven, community-centered research that shaped hurricane
  evacuation planning and public library strategy; in addition, he
  played an instrumental role in establishing the Center for Civic
  Leadership; and
         WHEREAS, Dr. Stein earned top honors from the American
  Political Science Association and Political Research Quarterly,
  and he was recognized by Rice with the 2025 Y. Ping Sun Award for
  Outstanding Community Engagement and the George R. Brown Award for
  Superior Teaching; upon his retirement in June 2025, he was
  designated as the Lena Gohlman Fox Emeritus Professor of Political
  Science; and
         WHEREAS, In all his endeavors, Dr. Stein enjoyed the love and
  support of his wife, Marty, and he took great pride in their two
  daughters, Nora and Annie, and their five grandchildren; and
         WHEREAS, Widely admired by his peers, Bob Stein made a
  positive difference through his groundbreaking work, and he leaves
  behind a record of his achievement that his loved ones can remember
  with pride; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby pay tribute to the memory
  of Dr. Robert M. Stein and extend heartfelt sympathy to all who
  mourn his passing; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Dr. Stein.
