R E S O L U T I O N
         WHEREAS, Lieutenant Colonel Dr. Michael Lee Russell of
  Magnolia is retiring from the Texas State Guard in September 2025,
  drawing to a close an exceptional tenure with the Texas Military
  Department's state defense force branch; and
         WHEREAS, LTC Michael Russell has overseen Texas State Guard
  training at Camp Mabry in Austin since 2024; a senior staff officer,
  he is at the helm of a civil affairs battalion with three companies,
  including at Ellington Field Joint Reserve Base in Houston; he was
  commander of the 4th Battalion, 2nd Brigade from 2019 through 2023,
  and he has been a medical brigade doctor and executive officer of
  the 3rd Battalion, 6th Brigade; he deployed in support of Operation
  Border Health Protection, and he led a successful operation during
  the state's historical 2021 winter storm; his awards include the
  Texas Medal of Merit, the Texas Humanitarian Service and Texas
  Faithful Service Medals, and the Adjutant General's Individual
  Award; and
         WHEREAS, A licensed clinical neuropsychologist, Dr. Russell
  retired as an army officer and psychologist after nearly a quarter
  century of active-duty service; he served as the neuropsychology
  consultant to the U.S. Army surgeon general and as the army's
  expert on traumatic brain injury, and from 2014 through 2020, he
  directed the Center of Excellence for Research on Returning War
  Veterans in Waco; moreover, he was deputy surgeon for the Army
  Training and Doctrine Command, director of the Army Medical Command
  Suicide Prevention Office, commander of a combat support hospital,
  and chief of psychology at Forts Bragg, Bliss, and Hood, and he has
  served as a clinical psychologist with the Houston Police
  Department; he received the Legion of Merit, and he is a
  Distinguished Member of the Army Medical Regiment and a member of
  the Order of Military Merit; in addition, he belongs to the American
  Legion Post in Tomball and is a USO volunteer; and
         WHEREAS, The dedication, professionalism, and devotion to
  duty demonstrated by Michael Russell have greatly benefited the
  citizens of the Lone Star State and earned him the respect and
  admiration of his peers, and he may indeed reflect with pride on his
  outstanding record of service; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby congratulate Lieutenant
  Colonel Dr. Michael Lee Russell on his retirement from the Texas
  State Guard and extend to him sincere best wishes for continued
  success in all his endeavors; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Lieutenant Colonel Russell as an expression of high
  regard by the Texas House of Representatives.
