R E S O L U T I O N
         WHEREAS, The city of San Antonio lost a beloved resident with
  the death of James Bruce Bugg Jr. on August 6, 2025, at the age of
  70; and
         WHEREAS, The son of Jim and Norma Bugg, Bruce Bugg was born in
  Springfield, Missouri, on October 29, 1954, and he grew up with the
  companionship of a sister, Diana; he received an undergraduate
  degree in business and a juris doctor degree from Southern
  Methodist University in Dallas; and
         WHEREAS, After moving to San Antonio in 1979, Mr. Bugg worked
  at the law firm of Groce, Locke & Hebdon; he later founded a bank
  holding company and brought together investors to purchase The Bank
  of San Antonio, and he launched a solo practice specializing in tax
  law in 1986; widely respected in the banking industry, he
  established Texas Partners Bank in 2007, and he served as chief
  executive officer, chair, and president of Southwest Bancshares;
  and
         WHEREAS, Mr. Bugg was appointed by Governor Rick Perry to the
  Texas Economic Development Corporation, which he served as chair
  and president; in 2015, he accepted an appointment to the Texas
  Transportation Commission from Governor Greg Abbott, and he served
  as its chair; he was also a member of the board of directors of
  Humanities Texas; and
         WHEREAS, A leader in his community, Mr. Bugg championed
  organizations such as the McNay Art Museum, Texas Biomedical
  Research Institute, and San Antonio Youth Literacy, and he
  cofounded the Bexar County Performing Arts Center Foundation as
  well as the Tobin Center for Performing Arts; a man of deep faith,
  he was a member of First Presbyterian Church San Antonio; and
         WHEREAS, In all his endeavors, Mr. Bugg enjoyed the love and
  support of his wife, Alethea, with whom he shared 34 years, and he
  took great pride in his two sons, Jim and Tom; and
         WHEREAS, Deeply devoted to his family and his community,
  Bruce Bugg made a meaningful difference in the lives of his loved
  ones and fellow citizens alike, and his contributions will forever
  be remembered; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby pay tribute to the life of
  James Bruce Bugg Jr. and extend sincere sympathy to his family and
  friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Bruce Bugg.
