R E S O L U T I O N
         WHEREAS, Bryan Collier is retiring from the Texas Department
  of Criminal Justice on August 31, 2025, and the conclusion of his
  40-year career with the agency provides a fitting opportunity to
  reflect on his many contributions; and
         WHEREAS, Mr. Collier joined TDCJ as a clerk in 1985, and he
  went on to serve in a number of capacities, including as a
  correctional officer, parole officer, section director, parole
  division director, and deputy executive director; he assumed his
  current role as executive director in 2016, and for nearly a decade,
  he has overseen the operations of one of the largest adult criminal
  justice systems in the nation; and
         WHEREAS, Under Mr. Collier's able guidance, TDCJ has
  significantly reduced recidivism while investing in the
  rehabilitation and reentry of individuals who have been
  incarcerated; in addition, he has worked with state officials to
  secure pay raises for correctional staff and parole officers, and
  he has helped to implement a number of transformative programs for
  peer support and inmate self-improvement; he also recently
  commemorated the ground-breaking of a new training facility; and
         WHEREAS, An active member of the American Correctional
  Association, Mr. Collier has served on the organization's board of
  governors, and he has further distinguished himself as vice-chair
  of the performance-based standards committee; additionally, he has
  served the Correctional Leaders Association as chair of the
  Southern Region and the recruitment and retention committee, and he
  is a past president of the Texas Corrections Association; and
         WHEREAS, Mr. Collier has been recognized with the Best in the
  Business award and the E. R. Cass Correctional Achievement Award
  from ACA as well as the Michael Francke Career Achievement Award
  from CLA; moreover, he was inducted into the Texas Correction
  Association's Dr. George J. Beto Hall of Honor; and
         WHEREAS, Throughout his tenure, Bryan Collier has helped
  advance the important mission of the Texas Department of Criminal
  Justice, and he may take well-deserved pride in his exceptional
  record of achievement; now, therefore, be it
         RESOLVED, That the House of Representatives of the 89th Texas
  Legislature, 2nd Called Session, hereby congratulate Bryan Collier
  on his retirement from the Texas Department of Criminal Justice and
  extend to him sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Collier as an expression of high regard by the
  Texas House of Representatives.
